		<description>A USPTO satellite office in Detroit makes sense for several reasons.  Probably the most important reason was a bribe to get Congers to stay the Patent Deform course.  He gets jobs in Detroit and a bunch of tax revenue from everyone working there and Kappos gets help promoting IBM&#039;s Patent Deform agenda.

From the day Kappos started he has liberally used USPTO resources to promote IBM&#039;s vision of a patent system which serves their interests.  This has been clear from the way way he conducts USPTO business.

It seems to me that Kappos should be using all the available resources to reduce the backlog rather than promoting IBM&#039;s call or Patent Deform.

		<description>Patent Litigation - Patrick may be on to something.  I wonder if the long term plan for the PTO is to open satellite offices based on technologies.  For example, maybe most automotive type patent applications should get examined in the Detroit office and maybe software based applications could be examined in a satellite office that the PTO may open in Silicon Valley.  Wouldn&#039;t it be interesting if the PTO thought to open a satellite office in Cape Canaveral to be staffed by some of the 7000 people who just lost their jobs because of shutting down the shuttle program?????</description>

		<description>Also, a quick note on interviewing cases, I think you&#039;re on the right track ... even an informal telephone call can go a long way to help your client. I&#039;ve known patent attorneys that have a working lifetime of experience who never once interviewed a case.  

Earlier today, in a private phone conversation, I challenged patent attorneys to the following: unless you&#039;re willing to tell your client, in writing, that his/her invention is not important enough for a 15 minute phone call, you should (at minimum) try to informally call the Examiner to talk about every rejection.</description>

		<description>I think the selection of Detroit was also motivated by a desire to put experienced engineers back to work.  Hopefully, they&#039;ll put the office somewhere in Oakland County closer to where the engineering jobs originally were ... I hear there&#039;s a big piece of land in Pontiac that sold real cheap ;).

There&#039;s  a ton of mechanical and automation experience that needs to be put back to work ... if this works out, we could see a software / high tech satellite office in Silicon Valley sometime in the future.</description>

		<description>While I understand at least some of the reasons for the choice of locale, I had hoped that the USPTO would open its first satellite patent law office in a location that I might actually want to visit or live -- Southern California, for instance.
